This bill now extends the sunset on the Multifamily Improvement District Law from January 1, 2012 to January 1, 2022. ANALYSIS : Existing law enacted the Multifamily Improvement District (MID) Law to provide until January 1, 2012, for the establishment of MIDs within a city or county to levy assessments on residential rental properties within the district for the purpose of financing certain improvements and promoting certain activities beneficial to CONTINUED SB 1483 Page 2 those properties. SB 1404 (Soto), Chapter 526, Statutes of 2004, enacted the MID Law to provide, until January 1, 2012, for the establishment of MIDs within a city or county to levy assessments on residential rental properties within the district for the purpose of financing certain improvements and promoting certain activities beneficial to those properties. This bill extends the sunset on the MID law an additional 10 years. Comments According to the Apartment Association, California Southern Cities, one MID is successfully operating in the City of Long Beach, commonly referred to as "Andy Street Multi-Family Improvement District". The owners want to continue the improvement district because they have seen measurable and tangible results reducing crime. In a few years the district has been operational, police service calls have been reduced from 480 to 210 in a fiscal year. The property owners do not want to see a wildly successful crime prevention program fail because the Legislature did not act to extend the sunset date.
