SUMMARY
This bill makes clarifying changes to horse racing law by
removing references to horse racing's financial support of
California's fairs and deletes obsolete and outdated references
in the statutes.
FISCAL EFFECT
There are no significant costs associated with this legislation.
COMMENTS
1)Rationale . This is the annual Senate Governmental Organization
Committee horseracing bill that simply cleans up obsolete code
sections.
2)The Impact of SB 16 XX on Funding California's Fairs . SB 16 X2
(Ashburn; Chapter 12, Statutes of 2009-10 Second Extraordinary
Session) provides among other things, that beginning on July
1, 2009, and annually thereafter, $32 million shall be
appropriated from the state's General Fund and paid into the
Fair and Exposition Fund for the financial support of the
network of California fairs. As a result, proceeds from horse
racing in California are no longer used to support the network
of fairs.
3)Related Legislation . AB 2792 (Assembly Governmental
Organization Committee), similar to this bill, deletes the
same reference to the requirement that horseracing support

California's network of fairs. That bill is currently pending
in the Senate Governmental Organization Committee.
