Detective Monty L. Conley and Detective Joe R. Landin Memorial
Highway
DESCRIPTION:
This resolution designates a portion of State Route (SR) 198 in
Tulare County as the Detective Monty L. Conley and Detective Joe
R. Landin Memorial Highway.
ANALYSIS:
The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
The person being honored must have provided
extraordinary public service or some exemplary contribution
to the public good and have a connection to the community
where the highway is located.
The person being honored must be deceased.
The naming must be done without cost to the state.
Costs for signs and plaques must be paid by local or
private sources.
The author or co-author of the resolution must represent
the district in which the facility is located and the
resolution must identify the specific highway segment or
structure being named.
The segment of highway being named must not exceed five
miles in length.
The proposed designation must reflect a community

consensus and be without local opposition.
The proposed designation may not supersede an existing
designation unless the sponsor can document that a good
faith effort has uncovered no opposition to rescinding the
prior designation.
This resolution designates a portion of SR 198 between Road 204
and SR 216 in Tulare County as the Detective Monty L. Conley and
Detective Joe R. Landin Memorial Highway. The resolution
requires the Department of Transportation to erect appropriate
signs upon receipt of donations from non-state sources to cover
the costs.
COMMENTS:
1.Purpose . The author introduced this resolution to honor the
life and public service of Detective Monty L. Conley and
Detective Joe R. Landin, both of whom died in the line of duty
while serving the Tulare County Sheriff's Department.
2.Background on Detectives Monty L. Conley and Joe R. Landin .
In 1955, at the age of 19, Monty Conley became Woodlake,
California's youngest police officer. He joined the Tulare
County Sheriff's Department in 1973, where he worked in the
jail and patrol divisions and later as a detective in the
narcotics unit. Joe Landin served in the United States Marine
Corps and in Vietnam and subsequently became a Woodlake police
officer in 1974. In 1981 he joined the Tulare County
Sheriff's Department, working in the jail and patrol divisions
and later as a detective in the Sheriff's Tactical Enforcement
Patrol and the narcotics unit.
On August 5, 1985, Detective Conley and his partner Detective
Landin were investigating a narcotics case in southern Tulare
County. While traveling in Detective Conley's vehicle, they
collided with another motorist who ran a stop sign at over 85
miles per hour. Both detectives lost their lives. The other
motorist was tried and convicted of vehicular manslaughter
with gross negligence and served a prison term of five years
and four months.
3.Consistency with the committee's policy . This resolution is
consistent with all of the provisions of the committee's
policy on highway designations except for the designated
length, which is approximately eight miles as compared to the
committee limitation of five miles. The author will amend the
ACR 15 (CONWAY) Page 3
resolution in committee to meet the committee's length
requirement.
4.Previous legislation . This resolution is virtually identical
to ACR 176 (Conway), which passed the Assembly last year
unanimously but was held in the Senate Rules Committee at the
request of the author.
