McGrory Memorial Highway. DESCRIPTION: This resolution designates a short segment of Interstate 15 in San Bernardino County as the CHP Officer Justin W. McGrory Memorial Highway. ANALYSIS: The committee has adopted a policy regarding the naming of state highways or structures. Under the policy, the committee will consider only those resolutions that meet all of the following criteria: The person being honored must have provided extraordinary public service or some exemplary contribution to the public good and have a connection to the community where the highway is located. The person being honored must be deceased. The naming must be done without cost to the state. Costs for signs and plaques must be paid by local or private sources. The author or co-author of the resolution must represent the district in which the facility is located and the resolution must identify the specific highway segment or structure being named. The segment of highway being named must not exceed five miles in length. ACR 37 (CONWAY) Page 2 The proposed designation must reflect a community consensus and be without local opposition. The proposed designation may not supersede an existing designation unless the sponsor can document that a good faith effort has uncovered no opposition to rescinding the prior designation. This resolution designates a four mile segment of Interstate 15 in San Bernardino County as the CHP Officer Justin W. McGrory Memorial Highway. The resolution further requests the Department of Transportation (Caltrans) to erect appropriate signs upon receiving donations from non-state sources to cover the expense of fabricating and installing the signs. COMMENTS: 1. Purpose . This resolution is intended to honor CHP Officer Justin W. McGrory, who was struck and killed by a motorist while administering a field sobriety test on Interstate 15 in the vicinity of Barstow. 2. Summary of Officer McGrory's life . Justin Wayne McGrory served in the United States Air Force in Little Rock, Arkansas. Upon being discharged, he joined an Air Force reserve unit at Travis Air Force Base in Fairfield and was activated for a four-month tour of duty in Afghanistan in 2006. In 2007, CHP Officer McGrory graduated from the CHP Academy and was assigned to the Baldwin Park Area Office. He subsequently transferred to the Barstow Area where he spent the remainder of his career. In his short career with the CHP, he distinguished himself in his work and was selected to become a training officer for new CHP cadets. On June 27, 2010, at approximately 3:38 a.m., Officer McGrory was issuing a field sobriety test on the shoulder of the I-15 freeway when a red Pontiac G6 veered onto the shoulder and struck him. His partner broadcast an 11-99 (officer down) and immediately began CPR. Two other CHP officers and a sergeant arrived on the scene minutes later and assisted with CPR. Unfortunately, he succumbed to his injuries at approximately 4:55 a.m. at Saint Mary's Regional Medical Center in Apple Valley, where he had been airlifted. CHP Officer McGrory was admired for his sense of humor, his ability to "write a citation without managing ACR 37 (CONWAY) Page 3 to ruin the violator's day," his devotion to his family and career, confidence, charm, poise, and for being an all-around great man. 3. Consistent with committee's policy . This resolution is consistent with all of the provisions of the committee's policy on highway designations, including requiring the cost of signs designating the name of the highway being paid for by non-state sources.
