           DIGEST  :    This resolution designates a four mile segment 
          of Interstate 15 as the CHP Officer Justin W. McGrory 
          Memorial Highway.

           ANALYSIS  :    This resolution is intended to honor CHP 
          Officer Justin W. McGrory, who was struck and killed by a 
          motorist while administering a field sobriety test on 
          Interstate 15 in the vicinity of Barstow.
          
          Justin Wayne McGrory served in the United States Air Force 
          in Little Rock, Arkansas.  Upon being discharged, he joined 
          an Air Force reserve unit at Travis Air Force Base in

          Fairfield and was activated for a four-month tour of duty 
          in Afghanistan in 2006.  In 2007, CHP Officer McGrory 
          graduated from the CHP Academy and was assigned to the 
          Baldwin Park Area Office.  He subsequently transferred to 
          the Barstow Area where he spent the remainder of his 
          career.  In his short career with the CHP, he distinguished 
          himself in his work and was selected to become a training 
          officer for new CHP cadets.  

          On June 27, 2010, at approximately 3:38 a.m., Officer 
          McGrory was issuing a field sobriety test on the shoulder 
          of the I-15 freeway when a red Pontiac G6 veered onto the 
          shoulder and struck him.  His partner broadcast an 11-99 
          (officer down) and immediately began CPR.  Two other CHP 
          officers and a sergeant arrived on the scene minutes later 
          and assisted with CPR.  Unfortunately, he succumbed to his 
          injuries at approximately 4:55 a.m. at Saint Mary's 
          Regional Medical Center in Apple Valley, where he had been 
          airlifted.  CHP Officer McGrory was admired for his sense 
          of humor, his ability to "write a citation without managing 
          to ruin the violator's day," his devotion to his family and 
          career, confidence, charm, poise, and for being an 
          all-around great man. 

          This resolution designates a four mile segment of 
          Interstate 15 in San Bernardino County as the "CHP Officer 
          Justin W. McGrory Memorial Highway."  The resolution 
          further requests the Department of Transportation to erect 
          appropriate signs upon receiving donations from non-state 
          sources to cover the expense of fabricating and installing 
          the signs.
