To the Members of the California State Assembly:

I am returning Assembly Bill 91 without my signature.

This bill orders the Chancellor of the Community Colleges to set up a
pilot program at local campuses to figure out how to motivate their
students to apply for financial aid.

This is a matter that each community college can handle on its own.
