Highway designations
DESCRIPTION:
This resolution names twenty-six transportation facilities
throughout the state in honor of twenty-seven individuals and
two specific groups of people.
ANALYSIS:
The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
The person being honored must have provided
extraordinary public service or some exemplary contribution
to the public good and have a connection to the community
where the highway is located.
The person being honored must be deceased.
The naming must be done without cost to the state.
Costs for signs and plaques must be paid by local or
private sources.
The author or co-author of the resolution must represent
the district in which the facility is located and the
resolution must identify the specific highway segment or
structure being named.
The segment of highway being named must not exceed five
miles in length.

The proposed designation must reflect a community
consensus and be without local opposition.
The proposed designation may not supersede an existing
designation unless the sponsor can document that a good
faith effort has uncovered no opposition to rescinding the
prior designation.
This resolution :
1.Designates the bicycle pedestrian path on the replacement
Gerald Desmond Bridge on State Highway Route 710, in the
County of Los Angeles, as the Mark Bixby Memorial Bicycle
Pedestrian Path.
2.Designates the portion of State Highway Route 129 between
Blackburn Street and Murphy Crossing Road, in the County of
Santa Cruz, as the Ohlone Kallentaruk Highway.
3.Designates the portion of State Highway Route 5 between Harbor
Drive and State Highway Route 78, in the County of San Diego,
as the Oceanside Police Officer Daniel S. Bessant Memorial
Highway.
4.Designates the portion of State Highway Route 101 between
Hollywood Boulevard and Cahuenga Boulevard, in the County of
Los Angeles, as the Los Angeles Police Officer Ian J. Campbell
Memorial Highway.
5.Designates the portion of State Highway Route 10 between South
Marguerita Avenue and South Almansor Street, in the City of
Alhambra, as the Officer Ryan Stringer Memorial Highway.
6.Designates the Vista Four safety roadside rest area on State
Highway Route 280, in the County of San Mateo, as the Officer
Dale M. Krings Memorial Rest Area.
7.Designates the Talmage Bridge that crosses over State Highway

Route 222, in the County of Mendocino, as the Ronald Ledford
Memorial Bridge.
8.Designates the portion of State Highway Route 405 between
Rosecrans Avenue and El Segundo Boulevard, in the County of
Los Angeles, as the Hawthorne Police Officer Andrew Garton
Memorial Highway.
9.Designates the portion of State Highway Route 99 from East
Victor Road to East Kettleman Lane, in the County of San
Joaquin, as the Donald Mark Lichliter Memorial Highway.
10. Designates the portion of State Highway Route 101 between
Madonna Road and San Luis Bay Drive, in the County of San Luis
Obispo, as the Christopher Meadows Memorial Highway.
11. Designates the interchange of State Highway Route 5 and
State Highway Route 50, in the County of Sacramento, as the
California State Engineer Memorial Interchange.
12. Designates the portion of State Highway Route 198 between
Sixth Avenue and the County of Kings line as the Lance
Corporal Christian Vasquez Memorial Highway.
13. Designates the portion of State Highway Route 86 between
the Riverside/Imperial County line and the State Highway Route
10 junction, in the County of Riverside, as the CHP Officer
Saul Martinez Memorial Highway.
14. Designates the portion of State Highway Route 12 between
State Highway Route 160 and Brannan Island Road, in the County
of Sacramento, as the CHP Officer Charles "Chuck" Sorenson
Memorial Highway.
15. Designates the portion of State Highway Route 101 from Fair
Oaks Avenue to State Highway Route 87, in the County of Santa
Clara, as the CHP Officer Charles Lilly Memorial Highway.

16. Designates that portion of State Highway Route 1 from
Chestnut Street to Elm Street, in the City of Fort Bragg, as
the Jere Melo Memorial Highway.
17. Designates the Grimmer Boulevard Bridge on State Highway
Route 680, in the City of Fremont, as the CHP Officers
Fredrick Wayne Enright and Adolfo Martinez Hernandez Memorial
Bridge.
18. Designates the portion of State Highway Route 74 between
milepost marker 91 and milepost marker 96, in the County of
Riverside, as the CHP Officer Michael Allen Brandt Memorial
Highway.
19. Designates the portion of State Highway Route 80 between
the Solano County line and County Road 32A, in the County of
Yolo, as the CHP Officer William "Ivan" Casselman Memorial
Highway.
20. Designates the interchange of State Highway Route 154 and
State Highway Route 101, in the County of Santa Barbara, as
the CHP Officer James C. O'Connor Memorial Interchange.
21. Designates the portion of State Highway Route 10 between
Main Street and Verbenia Avenue in Cabazon, in the
unincorporated area of the County of Riverside, as the CHP
Officer Ambers O. "Sonny" Shewmaker Memorial Highway.
22. Designates the portion of State Highway Route 10 between
Pepper Avenue and Cedar Avenue, in the City of Rialto, as the
Sergeant Darrell Keith Lee, Sergeant Gary Wayne Wolfley, and
Officer Sergio Carrera Jr. Memorial Highway.
23. Designates the State Highway Route 10 and Date Palm Drive
Memorial Overcrossing, in the County of Riverside, as the CHP
Mark Thomas Taylor Memorial Overcrossing.

24. Designates the portion of State Highway Route 40 between
West Park Road and the Needles Overcrossing, in the County of
San Bernardino, as the CHP Officer John "Jack" Armatoski
Memorial Highway.
25. Designates a portion of State Route 1 from the Park Avenue
Undercrossing to the Branciforte Avenue Overcrossing, in the
County of Santa Cruz, as the CHP Officer A. Donald Hoover
Memorial Highway.
26. Designates the portion of State Highway Route 880 from the
23rd Avenue Overcrossing to the 16th Avenue Overcrossing, in
the County of Alameda, as the CHP Officer William P. Sniffen
Memorial Highway.
COMMENTS:
1.Purpose . This resolution names transportation facilities
throughout the state in honor of individuals who served the
public as active citizens, as peace officers, or as members of
the United States military. This resolution also names a
transportation facility in honor of a Native American people
and another in honor of a group of state professionals.
2.Background . This resolution acknowledges two groups of people
and memorializes the lives of 27 individuals, as follows:
Mark Llewellyn Bixby, who led an active life of public
service in Long Beach and died in a plane crash in 2011 at
the age of 44.
The Ohlone Kallentaruk people, whose history in the
Pajaro Valley extends for over 13,000 years.
Officer Daniel S. Bessant, who served with the Oceanside
Police Department for six years and was shot and killed in
the line of duty in 2006 at the age of 25.
Officer Ian J. Campbell, who served in the United States

Marine Corps in the Korean War and with the Los Angeles
Police Department and was killed in the line of duty as a
police officer in 1963 at the age of 31.
Officer Ryan Stringer, who served in the Alhambra Police
Department for two years and was killed in an accident
while on duty in 2011 at the age of 26.
Officer Dale M. Krings, who served with the California
Highway Patrol in the West Los Angeles, Redwood City, and
San Mateo County areas and was killed in the line of duty
in 1962.
Ronald Ledford, who led an active life of public service
in the Ukiah Valley and died suddenly in 2010.
Officer Andrew Garton, who served the Hawthorne Police
Department for seven years and died from injuries sustained
in a motorcycle crash during the funeral procession of
another fallen officer in 2011.
Donald Mark Lichliter, who served with the United States
Air Force, worked for Caltrans for 27 years, and died in an
accident while acting as a maintenance leadworker on a road
in 2009.
Christopher Meadows, who worked with the San Luis Obispo
County Sheriff's Search and Rescue unit and died in an
accident while responding to a medical emergency in 2009.
California's state engineers and related professionals,
including members of the Professional Engineers in
California Government, who serve the state and at least 37
of whom died while on the job in the past century.
Lance Corporal Christian Vasquez, who served in the
United States Marine Corps in Iraq and died in action in
2007.

Officer Saul Martinez, who led an active civic life in
the Indio area, served the California Highway Patrol, and
died after an accident in the line of duty in 1997.
Officer Charles H. Sorenson, who served the California
Highway Patrol in the El Centro and Sacramento areas and
was killed in the line of duty in 1963.
Officer Charles Richard Lilly, who served the California
Highway Patrol in the San Jose area and died in an accident
in the line of duty in 1967.
Jere Melo, who served in the United States Army and in
public office on the City Council and as Mayor of Fort
Bragg as well as other public service and was killed in
2011.
Officers Frederick Wayne Enright and Adolfo Martinez
Hernandez, who served the California Highway Patrol and
died in a helicopter accident in 1975.
Officer Michael Allen Brandt, who served the California
Highway Patrol in the El Centro and Indio areas and died
after a car crash in the line of duty in 1987.
Officer William "Ivan" Casselman, who served the
California Highway Patrol and died in a motorcycle crash in
the line of duty in 1935.
Officer James Christopher O'Connor, who served the
California Highway Patrol in the West Valley and Ventura
areas and died after an accident in the line of duty in
1990.
Officer Ambers O'Neal "Sonny" Shewmaker, who served the
California Highway Patrol in the Riverside and Banning

areas and was killed in the line of duty in 1969.
Sergeant Darrell Keith Lee, Sergeant Gary Wayne Wolfley,
and Officer Sergio Carrera Jr., who served the Rialto
Police Department and died in the line of duty in 1970,
1986, and 2007, respectively.
Officer Mark Thomas Taylor, who served in the United
States Marine Corps and with the California Highway Patrol
in the Indio area and died in an accident in the line of
duty in 1987.
Officer John "Jack" Walter Armatoski, who served the
California Highway Patrol in the Needles area and died in
an accident in the line of duty in 1953.
Officer A. Donald Hoover, who served the California
Highway Patrol in the Santa Cruz area and died after an
accident in the line of duty in 1934.
Officer William Prestige Sniffen, who served the
California Highway Patrol in the San Leandro and Oakland
areas and died in a crash in the line of duty in 1973.
1.Amendments needed . The following amendments are necessary to
comply with the committee's policy on highway designations:
a. For the Ronald Ledford provision, correct the
designation to "Ron Ledford Memorial Bridge" and correct
the facility to the Talmage Road and State Route 222 bridge
across the Russian River.
b. For the Donald Mark Lichliter provision, change the
facility to the portion of State Highway Route 12 from the
intersection with State Highway Route 99 to a length of 5
miles to the east.

c. For the Saul Martinez provision, correct the facility to
the portion of State Highway Route 86S from the
intersection with State Highway Route 10 to a length of 5
miles to the south.
d. For the Charles "Chuck" Sorenson provision, change the
facility to the portion of State Highway Route 12 from the
intersection with Brannan Island Road to a length of 5
miles to the west.
e. For the Michael Allen Brandt provision, change the
facility to the portion of State Highway Route 74 between
milepost marker 83 and milepost marker 88.
f. For the William "Ivan" Casselman provision, change the
facility to the portion of State Highway Route 80 from the
intersection with County Road 32A to a length of 5 miles to
the west.
g. For the John "Jack" Armatoski provision, delete the text
"(milepost marker 139.18)" and "(milepost marker 142)."
