DIGEST : This resolution names 26 transportation
facilities throughout the state in honor of 27 individuals
and two specific groups of people.
Senate Floor Amendments of 8/14/12 are technical and
non-substantive.
ANALYSIS : This resolution names transportation
facilities throughout the state in honor of individuals who
served the public as active citizens, as peace officers, or
as members of the United States military. This resolution
also names a transportation facility in honor of a Native

American people and another in honor of a group of state
professionals.
This resolution acknowledges two groups of people and
memorializes the lives of 27 individuals, as follows:
1. Mark Llewellyn Bixby, who led an active life of public
service in Long Beach and died in a plane crash in 2011
at the age of 44.
2. The Ohlone Kallentaruk people, whose history in the
Pajaro Valley extends for over 13,000 years.
3. Officer Daniel S. Bessant, who served with the
Oceanside Police Department for six years and was shot
and killed in the line of duty in 2006 at the age of 25.
4. Officer Ian J. Campbell, who served in the United
States Marine Corps in the Korean War and with the Los
Angeles Police Department and was killed in the line of
duty as a police officer in 1963 at the age of 31.
5. Officer Ryan Stringer, who served in the Alhambra
Police Department for two years and was killed in an
accident while on duty in 2011 at the age of 26.
6. Officer Dale M. Krings, who served with the California
Highway Patrol in the West Los Angeles, Redwood City,
and San Mateo County areas and was killed in the line of
duty in 1962.
7. Ronald Ledford, who led an active life of public
service in the Ukiah Valley and died suddenly in 2010.
8. Officer Andrew Garton, who served the Hawthorne Police
Department for seven years and died from injuries
sustained in a motorcycle crash during the funeral
procession of another fallen officer in 2011.
9. Donald Mark Lichliter, who served with the United
States Air Force, worked for Caltrans for 27 years, and
died in an accident while acting as a maintenance
leadworker on a road in 2009.

10.Christopher Meadows, who worked with the San Luis
Obispo County Sheriff's Search and Rescue unit and died
in an accident while responding to a medical emergency
in 2009.
11.California's state engineers and related professionals,
including members of the Professional Engineers in
California Government, who serve the state and at least
37 of whom died while on the job in the past century.
12.Lance Corporal Christian Vasquez, who served in the
United States Marine Corps in Iraq and died in action in
2007.
13.Officer Saul Martinez, who led an active civic life in
the Indio area, served the California Highway Patrol,
and died after an accident in the line of duty in 1997.
14.Officer Charles H. Sorenson, who served the California
Highway Patrol in the El Centro and Sacramento areas and
was killed in the line of duty in 1963.
15.Officer Charles Richard Lilly, who served the
California Highway Patrol in the San Jose area and died
in an accident in the line of duty in 1967.
16.Jere Melo, who served in the United States Army and in
public office on the City Council and as Mayor of Fort
Bragg as well as other public service and was killed in
2011.
17.Officers Frederick Wayne Enright and Adolfo Martinez
Hernandez, who served the California Highway Patrol and
died in a helicopter accident in 1975.
18.Officer Michael Allen Brandt, who served the California
Highway Patrol in the El Centro and Indio areas and died
after a car crash in the line of duty in 1987.
19.Officer William "Ivan" Casselman, who served the
California Highway Patrol and died in a motorcycle crash
in the line of duty in 1935.
20.Officer James Christopher O'Connor, who served the

California Highway Patrol in the West Valley and Ventura
areas and died after an accident in the line of duty in
1990.
21.Officer Ambers O'Neal "Sonny" Shewmaker, who served the
California Highway Patrol in the Riverside and Banning
areas and was killed in the line of duty in 1969.
22.Sergeant Darrell Keith Lee, Sergeant Gary Wayne
Wolfley, and Officer Sergio Carrera Jr., who served the
Rialto Police Department and died in the line of duty in
1970, 1986, and 2007, respectively.
23.Officer Mark Thomas Taylor, who served in the United
States Marine Corps and with the California Highway
Patrol in the Indio area and died in an accident in the
line of duty in 1987.
24.Officer John "Jack" Walter Armatoski, who served the
California Highway Patrol in the Needles area and died
in an accident in the line of duty in 1953.
25.Officer A. Donald Hoover, who served the California
Highway Patrol in the Santa Cruz area and died after an
accident in the line of duty in 1934.
26.Officer William Prestige Sniffen, who served the
California Highway Patrol in the San Leandro and Oakland
areas and died in a crash in the line of duty in 1973.
This resolution:
1. Designates the bicycle pedestrian path on the
replacement Gerald Desmond Bridge on State Highway Route
710, in the County of Los Angeles, as the "Mark Bixby
Memorial Bicycle Pedestrian Path."
2. Designates the portion of State Highway Route 129
between Blackburn Street and Murphy Crossing Road, in
the County of Santa Cruz, as the "Ohlone Kallentaruk
Highway."
3. Designates the portion of State Highway Route 5 between
Harbor Drive and State Highway Route 78, in the County

of San Diego, as the "Oceanside Police Officer Daniel S.
Bessant Memorial Highway."
4. Designates the portion of State Highway Route 101
between Hollywood Boulevard and Cahuenga Boulevard, in

5. Designates the portion of State Highway Route 10
between South Marguerita Avenue and South Almansor

6. Designates the Vista Four safety roadside rest area on
State Highway Route 280, in the County of San Mateo, as
the "Officer Dale M. Krings Memorial Rest Area."
7. Designates the Talmage Road and the State Highway Route
222 bridge across the Russian River in the County of
Mendocino, as the "Ron Ledford Memorial Bridge."
8. Designates the portion of State Highway Route 405
between Rosecrans Avenue and El Segundo Boulevard, in
the County of Los Angeles, as the "Hawthorne Police
Officer Andrew Garton Memorial Highway."
9. Designates the portion of State Highway 12 from the
intersection with State Highway Route 99 to a length of
five miles to the east, in the County of San Joaquin, as
the "Donald Mark Lichliter Memorial Highway."
10.Designates the portion of State Highway Route 101
between Madonna Road and San Luis Bay Drive, in the
