          SUBJECT  :   State Route 101

           SUMMARY  :  Designates one segment of State Route (SR) 101 as the 
          California Highway Patrol Officer (CHP) Thomas R. Adams Memorial 
          Highway another segment of SR 101 as the CHP Officer Paul C. 
          Jarske Memorial Highway.  Specifically,  this bill  :  

          1)Recounts the lives and careers of Thomas Adams and Paul C. 
            Jarske, CHP officers who were killed in the line of duty.  

          2)Designates the westbound segment of SR 101 between postmile 
            102.00 and postmile 106.57 in Mendocino County as the CHP 
            Officer Thomas Adams Memorial Highway.  

          3)Designates the segment of SR 101 between Branscomb Road, 
            milepost marker 69.50 and milepost marker 74.50, in Mendocino 
            County as the CHP Officer Paul C. Jarske Memorial Highway.

          4)Requests the Department of Transportation (Caltrans) to 
            determine the costs of erecting the appropriate signs, 
            consistent with the signing requirements for the state highway 
            system, showing this special designation, and upon receiving 
            donations from non-state sources covering the cost, to erect 
            those signs.  

           EXISTING LAW  :  Assigns Caltrans the responsibility of operating 
          and maintaining state highways.  This includes the installation 
          and maintenance of highway signs.  

           FISCAL EFFECT  :  Unknown

           COMMENTS  :  Thomas Richard Adams was born in San Francisco in 
          1986.  He was employed by a Humboldt County tree service before 
          graduating from the CHP Academy in 2009.  After spending a year 
          and a half at the Oakland area office, Officer Adams was 
          transferred to the Garberville area, where he spent the 
          remainder of his career.  On February 15, 2011, Officer Adams 
          was killed in the line of duty when his patrol car crossed over 
          the center lines of SR 101 near Piercy and was struck by an

          oncoming pickup truck.  

          Paul Clyde Jarske was born in North Dakota in 1934.  After being 
          honorably discharged from the Air Force in 1963, he joined the 
          California Department of Corrections before being inducted into 
          the CHP.  He served in the Norwalk, Concord, Golden Gate and 
          Garberville areas.  On February 24, 1981, his patrol car veered 
          off the road under extreme weather conditions and plummeted 100 
          feet before coming to rest underwater.  Despite the rescue 
          efforts of bystanders, he succumbed to his injuries at the 
          hospital.
