BILL ANALYSIS Ó ACR 86 Page 1 Date of Hearing: January 26, 2012 ASSEMBLY COMMITTEE ON RULES Nancy Skinner, Chair ACR 86 (Hueso) - As Introduced: January 4, 2012 SUBJECT : No Place for Hate Month. SUMMARY : Designates February 2012 as No Place for Hate Month; urges that the issue of hate crimes, and methods of preventing them, be discussed with appropriate activities in schools during this month; and encourages Californians to adopt a culture of tolerance, to accept diversity, and to embrace each other as individuals every day. Specifically, this resolution makes the following legislative findings: 1)Every person deserves the basic principles of equality and civil rights guaranteed to all persons by the United States Constitution and the Bill of Rights; and it is the right of every person to live with the expectation that he or she will not be physically, emotionally, or psychologically abused or intimidated. 2)Hatred and bigotry remain significant and dangerous problems in the United States and in California; and the State of California can move toward the goal of eliminating hate by enacting the Anti-Defamation League's No Place for Hate program. 3)The No Place for Hate program enables people to challenge anti-Semitism, racism, homophobia, and all forms of bigotry in their communities; and this program seeks to provide a model for responding to and preventing acts of hatred by providing resources and education to California school districts.
