Senate Floor Amendments of 3/14/11 delete the prior version of the bill and insert the current language relative to calling a special election. ANALYSIS : This bill calls for a statewide special election to be held on June 7, 2011, and contains necessary provisions, including these key changes: 1.Waives certain statutes relating to the time period between elections and consolidation of ballots, and allows the consolidation of local and state ballots for the June 7, 2011 statewide special election. 2.Waives certain statutes to place first on the June 7, 2011 statewide special election ballot either Senate CONTINUED AB 107 Page 2 Constitutional Amendment 1 or Assembly Constitutional Amendment 2, as applicable and adopted in the 2011-12 First Extraordinary Session, and designates it as Proposition 28. 3.Requires that the language translation of the ballot titles and summaries must remain available for public examination for eight days. 4.States that funds necessary to pay the claims of local agencies for costs incurred to conduct the June 7, 2011 statewide special election shall be included in the 2011 Budget Act or in another statute. 5.Calls an election within the meaning of Article IV of the California Constitution and shall take effect immediately.
