Budget Bill Appropriation Takes Effect Immediately ----------------------------------------------------------------- |ASSEMBLY: | |(February 22, |SENATE: |24-15|(July 7, 2011) | | | |2011) | | | | ----------------------------------------------------------------- (vote not relevant) SUMMARY : Makes technical and conforming changes to public safety and public safety realignment budget trailer bill provisions contained in AB 109 (Budget Committee), Chapter 15, Statutes of 2011, AB 117 (Budget Committee), Chapter 39, Statutes of 2011 and SB 92 (Budget and Fiscal Review Committee), Chapter 36, Statutes of 2011. The Senate amendments delete the Assembly version of this bill, and instead: 1)Correct the operative dates for various provisions of SB 92, including the creation of the State Board of Community Corrections and its duties. 2)Address potential chaptering issues by merging changes made to Penal Code Section 830.5 in both AB 117 and SB 92. 3)Make conforming change to Welfare and Institutions Code Section 1731.5 enacted in AB 109 to exclude the Division of Juvenile Justice from the public safety realignment. 4)Clarify Penal Code Sections 3000.8 and 3000.9 regarding jurisdiction of Board of Parole Hearings. 5)Add an appropriation allowing this bill to take effect immediately upon enactment. AS PASSED BY THE ASSEMBLY , this bill expresses the intent of the Legislature to enact statutory changes relating to the 2011 Budget Act.
