Senate Floor Amendments of 6/8/11 delete the prior version of the bill expressing legislative intent and now provide the necessary statutory changes in the area of Resources in order to enact the 2011 Budget Act. ANALYSIS : This is the Resources Trailer Bill for the Budget Act of 2011. It contains necessary changes to implement the Budget Act of 2011. Key statutory changes are as follows: 1. California Department of Food and Agriculture Budget Reduction Implementation. Provides changes to implement various budget reductions, eliminates programs, and deletes obsolete statutes. Provides for fees to pay for regulatory programs and shifts certain revenues to the CONTINUED AB 120 Page 2 department for specific regulatory programs rather than to the General Fund. 2. Elimination of Advisory Committees at the Department of Fish and Game. Eliminates duplicative, defunct or otherwise redundant advisory committees including statutes related to the Abalone Advisory Committee, the State Interagency Oil Spill Committee, and the State Interagency Oil Spill Committee Review Subcommittee. 3. Provides Cleanup Language Related to Park Liability. Amends liability assurances for parks that are closed, partially closed and those with service reductions to be consistent with other state liability statutes. 4. Continues the Moratorium on Suction Dredge Mining. Modifies the moratorium on the use of vacuum or suction dredge equipment for five years or until the Director of the Department of Fish and Game certifies that new regulations fully mitigate for all significant environmental impacts and a fee structure to fully cover program administrative costs are in place. 5. Provides Technical Budget Accounting Changes to the Department of Conservation and State Water Resources Control Board. Authorizes the Department of Conservation to shift its clearing account to an appropriate special fund. Authorizes funds collected for the purposes of Wastewater Operator Certification at the State Water Resources Control Board to be deposited into the Wastewater Operator Certification fund.
