SUMMARY
This measure requests Caltrans erect informational signs, on
westbound State Route (SR) 210 at Lowell Avenue and on eastbound
SR 210 at La Tuna Canyon Road, directing motorists to the
Western Prelacy of the Armenian Apostolic Church of America,
conditioned on receiving donations from non-state sources
sufficient to cover costs.
FISCAL EFFECT
Minor state special fund costs (State Highway Account) fully
reimbursed by non-state funds.
COMMENTS
1)Purpose . The author intends to recognize the importance of the
Western Prelacy of the Armenian Apostolic Church of America to
the state. In Caltrans parlance, this is called "supplemental
destination signing." Supplemental destination signs give
information to motorists regarding the location of specific
destinations, such as historical sites, cultural centers, and
tourist attractions, which are accessible from an upcoming
highway exit.
2)Opposition . The Turkish Peace and Justice Committee argues
this would be a promotional sign, not a directional sign, and
that "the intention is to promote the Armenian religion, in
violation of First Amendment of the US Constitution."
