   An act to amend Section 12305 of the Education Code, relating to
education finance.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 387, as introduced, Bonilla. Education finance: State
Allocation Board.
   Existing law requires that, whenever an act of Congress provides
funds as federal aid to education to states for apportionment or
allocation to school districts or community college districts, and
that act of Congress does not require that the funds be administered
in this state by a state officer or agency other than the State
Allocation Board, the act shall be administered and the funds
apportioned by the State Allocation Board under a prescribed state
statute. Existing law also requires the apportionment of money among
the school districts and community college districts in which potash
leases or deposits are situated in the proportion that the total
amount of rents, royalties, and other payments bears to the total
amount paid to the United States from leases or deposits in all
school districts and community college districts.
   This bill would make technical, nonsubstantive changes in the
provision related to the apportionment of funds derived from potash
leases or deposits.
   Vote: majority. Appropriation: no. Fiscal committee: no.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 12305 of the Education Code is amended to read:

   12305.  The money shall be apportioned among the school districts
and community college districts in which potash leases or deposits
are situated in the proportion  which   that
 the total amount of rents, royalties, and other payments made
to the United States from potash leases or deposits in each district
bears to the total amount paid to the United States from leases or
deposits in all  school districts and community college 
districts.
