   An act to amend Section 13002.1 of the Vehicle Code, relating to
vehicles.



	LEGISLATIVE COUNSEL'S DIGEST


   AB 390, as introduced, Portantino. Vehicles: identification cards:
notification of renewal.
   Existing law requires the director of the Department of Motor
Vehicles to establish a program that permits the renewal of
identification cards by mail or through the department's Internet Web
site.
   This bill would require the program to include early notification
of the expiration date and the date of renewal to the identification
cardholder.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  The Legislature finds and declares all of the
following:
   (a) A substantial percentage of Californians are not qualified to
possess a driver's license, including many seniors, persons with
disabilities, and youth. Additionally, many individuals elect not to
avail themselves of the opportunity to obtain a driver's license.
   (b) For those not possessing a driver's license, the only other
form of state identification is that of a state identification card.
   (c) Although the possession of either a driver's license or a
state identification card has always been important, the 9/11
disaster and other events have made the possession of such
identification essential in a variety of activities, including, but
not limited to, financial transactions, travel, and the receipt of
certain government services.
   (d) The possession of either a driver's license or a state
identification card has become an integral part of daily life and,
therefore, it is necessary that notice be provided prior to the
expiration date of an individual's state identification card.
  SEC. 2.  Section 13002.1 of the Vehicle Code is amended to read:
   13002.1.  (a) The director shall establish  by January 1,
2011,  a program that permits the renewal of identification
cards by mail or through the department's Internet Web site.  The
program shall include early notification of the expiration date and
the date of renewal by mail to the identification cardholder. 
   (b) The initial application for the identification card shall be
pursuant to Section 13000. The first renewal for a person 62 years of
age or older shall be for a 10-year period with a maximum of one
renewal by mail or through the department's Internet Web site. All
other renewals shall be for a six-year period with a maximum of two
renewals by mail or through the department's Internet Web site.
