           SUMMARY  

          This bill requires the California State University (CSU), by 
          January 1, 2013, and requests the University of California (UC) 
          to establish a Native American Linguistic Institute to preserve 
          Native American tribal languages.  The institute is to include 
          two faculty members.

           FISCAL EFFECT  

          Ongoing General Fund costs to CSU of around $400,000, assuming a 
          director and two to four research faculty plus operating costs, 
          travel, etc. UC costs would be of similar magnitude if the 
          university chose to also establish an institute. It should be 
          noted that the pending 2011-12 budget includes $500 million 
          General Fund reductions to both CSU and UC, and that even this 
          reduced funding level may not be sustainable if additional 
          revenues assumed as part of the budget are not realized. As a 
          result of these reductions, both segments are planning to adopt 
          cost-saving strategies that include reducing enrollments and 
          course offerings.

          COMMENTS  

           Purpose  . According to the author, the creation of an Institute 
          would provide an essential space for students of Native American 
          linguistics to further study for a teaching credential and allow 
          for the preservation of Native American tribal languages.
