SUMMARY
This bill would require that cumulative information on programs
funded under the Housing and Emergency Shelter Trust Fund Acts
of 2002 and 2006 be included in the Department of Housing and
Community Development's (HCD) annual report.
FISCAL EFFECT
Minor costs to HCD to modify its database program to retabulate
data that it currently reports in other formats.
COMMENTS
1)Purpose. According to the author, AB 826 would require the
current report issued by HCD to include more information on
the programs funded under the 2002 and 2006 Housing Bonds,
thereby improving oversight of those programs.
2)Background. In 2002, California voters approved Proposition
46, the $2.1 billion Housing and Emergency Shelter Trust Fund
Act. Proposition 46 provided funding for numerous housing
assistance programs. Funds provided under Proposition 46 were
for the most part exhausted at the end of 2006. In November
2006, California voters approved Proposition 1C, the Housing
and Emergency Trust Fund Act of 2006.
3)Annual report. Under existing law, HCD is required to submit
an annual report to the governor and Legislature on the
operations and accomplishments of various programs it
administers. The report is required to contain information
on: the number of units assisted by those programs; the number

of individuals and households served and their income levels;
the distribution of units among various areas of the state,
the amount of other public and private funds leveraged by the
programs and information related to the extent to which
targeted programs were able to assist their intended groups.
4)Previous legislation : This bill is the same as SB 608
(Ducheny) of 2009, which was amended to another subject and SB
546 (Ducheny) of 2007, which died on the Assembly floor.
