BILL ANALYSIS Ó AB 1102 Page 1 Date of Hearing: May 11, 2011 ASSEMBLY COMMITTEE ON APPROPRIATIONS Felipe Fuentes, Chair AB 1102 (Lara) - As Amended: April 27, 2011 Policy Committee: Business and Professions Vote: 6 - 3 Urgency: No State Mandated Local Program: No Reimbursable: SUMMARY This bill is the biennial cleanup bill for the State Auditor and Bureau of State Audits (BSA). Specifically, this bill: 1)Clarifies which activities of the auditor require a budget appropriation and which fall under their existing continuous appropriation. 2)Authorizes BSA to keep information obtained through surveys of public employees confidential. 3)Clarifies the definition of "high risk agencies" to include any agency that is responsible for all or a portion of a statewide issue identified as high risk. 4)Expands the State Auditor's audit authority by including the judiciary and the California State University (CSU) in the definition of "state agency." FISCAL EFFECT There are no significant costs associated with this legislation. COMMENTS Purpose . Every legislative session, the chair of the Joint Legislative Audit Committee (JLAC) authors a bill designed to clarify and clean up statutes pertaining to BSA.
