BILL ANALYSIS Ó AB 1105 Page 1 Date of Hearing: May 4, 2011 ASSEMBLY COMMITTEE ON APPROPRIATIONS Felipe Fuentes, Chair AB 1105 (Gordon) - As Amended: April 13, 2011 Policy Committee: TransportationVote:12-0 Urgency: No State Mandated Local Program: Yes Reimbursable: No SUMMARY This bill extends into a portion of San Mateo County the existing authority of the Santa Clara Valley Transportation Authority to operate a high-occupancy toll (HOT) program on any two of the high-occupancy vehicle (HOV) lanes in Santa Clara County. The bill also authorizes the use of double white lines to mark HOV lanes. FISCAL EFFECT 1)Negligible state costs, if any. 2)The bill requires the transportation authority and the City/County Association of Governments of San Mateo County to determine how HOT lane revenue will be shared between the counties for uses consistent with existing law. COMMENTS 1)Rationale . AB 2032 (Chapter 418, Statutes of 2004, Dutra) authorized four specific transportation agencies, including the Santa Clara Valley Transportation Agency, to develop HOT lanes. In 2008 the transportation agency approved the Silicon Valley Express Lanes Program to implement HOT lanes in Santa Clara County, including conversion HOV lanes on some stretches of U.S. Highway 101. A portion of one of the envisioned HOT lanes stretches into San Mateo County; however, the transportation authority's mandate ends at the Santa Clara County line. This bill would extend that authority to allow establishment of the US 101 HOT lane. AB 1105 Page 2 According to the policy committee analysis, authorizing the use of double white lines to delineate HOV lanes will bring California into compliance with federal standards for pavement markings. 2)Support.
