                        FEBRUARY 18, 2011

An act to repeal Section 50075.5 of the Public Utilities Code,
relating to transportation.

	LEGISLATIVE COUNSEL'S DIGEST

AB 1191, as introduced, Huber. San Joaquin Regional Transit
District.
Existing law creates the San Joaquin Regional Transit District to
operate public transit services in the Stockton Metropolitan Area, as
defined, and the remainder of San Joaquin County. Existing law
requires all new intercity, interregional, and rural services
provided outside the Stockton Metropolitan Area to be open to
competitive bidding at least once every 5 years, and provides that
the district may be one of the bidders. Existing law requires the
contract for service to be let to the lowest responsible bidder, and
authorizes the board of the district to reject any and all bids and
readvertise the contract.
This bill would repeal these competitive bidding requirements.
Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.
