DIGEST : This bill mandates that the San Diego Gas &
Electric, Southern California Edison, and Pacific Gas and
Electric companies (IOUs): (1) replace bulbs in street
light poles with high-efficiency light bulbs at the same
rate as any city, county or city and county (local
governments) in their territory has installed
high-efficiency bulbs. The local government facilities
that the IOUs are supposed to match with installations are
not specified; installations would be capped at 100 street
light poles in each local government jurisdiction; and (2)
post on the utility's Internet Web site specified
information regarding energy efficiency (EE) programs
including: a description of programs available; methodology
used to determine whether EE programs are cost-effective;
information to help consumer understand the costs and
benefits of EE; sources of funding for EE; the total EE
budget; a summary of all EE program expenditures;
eligibility criteria for EE programs.

ANALYSIS : Under the Public Utilities Act (Act), the
Public Utilities Commission (PUC) has regulatory authority
over public utilities, including electrical corporations.
The Act requires the PUC to review and adopt a procurement
plan for each electrical corporation in accordance with
specified elements, incentive mechanisms, and objectives.
The Act requires that an electrical corporation's proposed
procurement plan include certain elements, including a
showing that the electrical corporation will first meet its
unmet needs through all available EE and demand reduction
resources that are cost effective, reliable, and feasible.
Existing law requires the PUC, in consultation with the
State Energy Resources Conservation and Development
Commission, to identify all potentially achievable
cost-effective electricity efficiency savings and establish
efficiency targets. A violation of the Act is a crime.
