          BILL SUMMARY: 

          AB 1401 would establish a Department of Industrial Relations 
          permit program that would enable a minor's parent or guardian to 
          obtain a temporary permit for the employment of a minor.  This 
          bill would create the Entertainment Work Permit Fund into which 
          would be deposited application fees from the issuance of 
          temporary work permits.  Upon appropriation, the revenue in the 
          fund would be used to pay the cost of administering the 
          temporary minor's entertainment work permit program.

          STAFF COMMENTS: 
          
          This bill would require the Division of Labor Standards 
          Enforcement to establish an Internet Web site application form 
          for a temporary permit.  An applicant would be able to complete 
          an application and submit the necessary fee online and the 
          division would immediately issue a temporary permit.

          This analysis estimates startup costs of up to $100,000 in 
          2011-12 and annual costs ongoing of up to $150,000.  The program 
          would need to issue approximately 3,000 temporary permits at the 
          maximum fee level of $50 to offset costs.

          This bill is similar to AB 2032 (Davis) 2010 which was vetoed by 
          Governor Schwarzenegger with a veto message indicating that such 
          a program should be administered by the State Department of 
          Education.
