          SUBJECT  :   Joint Legislative Retirement Committee.

           SUMMARY  :   Deletes the Joint Legislative Retirement Committee 
          (JLRC) from statute.  

           EXISTING LAW  establishes the JLRC.  The JLRC was created in 1963 
          to, "?study and review the benefits, programs, actuarial 
          condition, practices, investments and procedures of, and all 
          legislation relating to the retirement system for public 
          officers and employees in this state and the trends and 
          developments in the field of retirement."

           FISCAL EFFECT  :   Unknown.

           COMMENTS  :   According to the author, "California is a complex 
          and dynamic state that needs support of a responsive government. 
           It is imperative that entities no longer of use to the people 
          are removed from statute to ensure that government is 
          streamlines, efficient, and effective."

          The author goes on to point out that the JLRC has not met in at 
          least 20 years and that this is one of five bills sponsored by 
          Assemblymember Huber relative to deleting nonexistent government 
          entities.  The other measures are AB 737, AB 1457, AB 1459, and 
          AB 1460.

          At the end of the last legislative year, the Joint Conference 
          Committee on Public Employee Pensions was created and tasked 
          with crafting "?responsible, comprehensive legislation to reform 
          state and local pension systems in a manner that reflects both 
          the legitimate needs of public employees and the fiscal 
          circumstances of state and local governments."  Additionally, 
          public retirement issues are currently under the jurisdiction of 
          this Committee and the Senate Committee on Public Employment and 
          Retirement.
