SUMMARY : This bill is a trailer bill that is part of the
overall 2012-13 budget package. This bill is intended be
enacted after the passage of either SB 1004 or AB 1464 (the
proposed 2012-13 Budget Act) to modify that bill to achieve the
solutions assumed in the 2012-13 budget package.
The Senate amendments delete the Assembly version of this bill,
and instead:
1)Reduce a loan from the National Mortgage Settlement deposit
fund to the General Fund to offset Department of Justice costs
from $100 million to $50 million.
2)Reduce funding for California Work Opportunities and
Responsibility for Kids (CalWORKs) Single Allocation
administrative funding to reflect savings associated with
reporting requirements from semi-annual to annual for CalWORKs
Safety Net cases.
3)Remove a provision to delay repaying part of a loan from the
State Highway Account to the General Fund in 2011-12.
4)Remove a provision to delay repaying part of a loan from the
State Highway Account to the General Fund in the 2012-13.
5)Remove a provision to delay repaying part of a loan from the
California Beverage Container Recycling Fund to the General
Fund in 2011-12.

6)Remove a provision to delay repaying part of a loan from the
California Beverage Container Recycling Fund to the General
Fund in 2012-13.
7)Authorize a new loan of $50 million from the State Highway
Account to the General Fund that would be repaid in 2015-16.
8)Remove a provision included in the Budget related to hydraulic
fracturing. This provision was included in last year's budget
and retained in the Budget Bill by the Department of Finance.
9)Add an appropriation allowing this bill to take effect
immediately upon enactment.
AS PASSED BY THE ASSEMBLY , this bill expressed the intent of the
Legislature to enact statutory changes relating to the Budget
Act of 2012.
COMMENTS : The bill is intended to amend the 2012-13 Budget Act,
as articulated in SB 1004 and AB 1464, to achieve the overall
solutions level assumed in the budget summary.
