           SUMMARY  :  Requires state agencies, when submitting a notice to 
          the Office of Administrative Law (OAL) proposing the adoption, 
          amendment, or repeal of a building standard regulation, to 
          include with the initial statement of reasons (ISOR), the 
          estimated cost and benefits of compliance and the related 
          assumptions used in determining that estimate, if the proposed 
          building standard regulation impacts housing, and requires the 
          agencies to make this information publicly available.  
          Specifically,  this bill  :

          1)Requires state agencies to include in the ISOR and make 
            publicly available, the estimated cost of compliance, the 
            estimated potential benefits, and the related assumptions used 
            to determine those estimates, if the proposed building 
            standard regulation impacts housing.

          2)Exempts adopted model codes, as specified, from the 
            requirements of this bill, unless an interested party submits 
            a written request at least 30 days before the submittal of the 
            ISOR, to examine a specific section for the purpose of 
            estimating the cost of compliance, the potential benefits for 
            that section, and the related assumptions used to determine 
            those estimates, as specified.

          3)Add language to avoid chaptering out issues with SB 1520 (Ron 
            Calderon).

          4)Makes conforming changes.

          5)Declares legislative intent.

          1)Specify that interested parties requesting to examine specific 
            sections of a model code in order to estimate costs and 
            benefits submit that request in writing and at least 30 days 
            before the submittal of the ISOR. 

          2)Add language to avoid chaptering out issues with AB 2041 (De 
            León) and SB 1520 (Calderon).

          3)Make technical and clarifying changes. 

          4)Declare legislative intent. 

           AS PASSED BY THE ASSEMBLY  , this bill required state agencies, 
          when submitting a notice to the OAL proposing the adoption, 
          amendment, or repeal of a building standard regulation, to 
          include with the ISOR, the estimated cost and benefits of 
          compliance and the related assumptions used in determining that 
          estimate, if the proposed building standard regulation impacted 
          housing, and required the agencies to make this information 
          publicly available.

           FISCAL EFFECT  :  According to the Senate Appropriations 
          Committee, pursuant to Senate Rule 28.8, negligible state costs. 


           COMMENTS  :  This bill requires agencies, when submitting an ISOR 
          to the OAL to include the estimated cost and benefits of 
          compliance and the related assumptions used in determining that 
          estimate, if a proposed building standard regulation impacts 
          housing.  This bill, as amended, is consistent with Assembly 
          actions.
