SUMMARY : Extends the authority of a county board of supervisors
to charge fees to recover the costs of the county sealer until
January 1, 2018, and establishes or revises a number of device
fee caps.
The Senate amendments :
1)Change the increase on the fee cap for truck mounted or
stationary liquefied petroleum gas meters from $200 to $185
per device, and for computing scales from $30 to $20 per
device.
2)Extend the $60 device fee for odometers utilized to charge
mileage usage fees in vehicle rental transactions to vehicle
odometers utilized in computing other charges for services,
including ambulance, towing or limousine services, and delete
a provision limiting the sum of this device fee and the
business location fee to $400 for each business location.
3)Clarify the definition of "passenger vehicle," delete a
provision imposing the $60 device fee for odometers in rental
passenger vehicles if a renter files a complaint, and instead
provide a county sealer with the authority to charge a fee to
the operator of a vehicle rental business sufficient to
recover, but not to exceed, the reasonable cost of testing the
device in investigating a complaint regarding the accuracy of
a rental passenger vehicle odometer.
4)Clarify that, for vehicle odometers utilized to charge mileage
usage fees in vehicle rental transactions involving
nonpassenger vehicles, as specified, the portion of the annual
registration fee consisting of the business location fee and
the $60 device fee for odometers shall not exceed $340 for

each business location.
5)Clarify the definition of a single business location, as
specified.
AS PASSED BY THE ASSEMBLY , this bill extended the authority of a
county board of supervisors to charge fees to recover the costs
of the county sealer until January 1, 2018, and established or
revised a number of device fee caps.
FISCAL EFFECT : Unknown. This bill is keyed non-fiscal by the
Legislative Counsel.
COMMENTS : This bill was amended in the Senate, and is
consistent with Assembly actions.
