          CONCURRENCE IN SENATE AMENDMENTS

           SUMMARY  :  Requires the governing boards of the California 
          Community Colleges (CCC), the California State University (CSU), 
          and the California Student Aid Commission (CSAC), and requests 
          the University of California (UC) Regents, to provide live video 
          transmission of all board meetings open to the public and to 
          archive and post video and audio transmissions for at least the 
          preceding 12 months, and within 48 hours of the initial 
          transmission, on their respective Web sites. 

          The Senate amendments  add CSAC and delete all references to the 
          California Postsecondary Education Commission, which is no 
          longer in operation.

           AS PASSED BY THE ASSEMLBY  , this bill was substantially similar 
          to the version approved by the Senate, except that it excluded 
          CSAC.  

           FISCAL EFFECT  :   According to the Senate Appropriations 
          Committee, the requirements of this bill will result in varying 
          costs by segment and agency, because they differ in current 
          practice and access to appropriate technology.

            1) CCC:  No additional costs; the CCC Board of Governors 
              currently complies with the requirements of this bill.

            2) CSU:  $550,000 in one-time costs to bring facility 
              infrastructure and equipment up to a level capable of 
              providing live video transmissions, and minor ongoing costs 
              to store video on-line.

            3) UC:  $78,000 - $123,000 in initial equipment and 
              contracting expenses, and $49,000-$110,000 in ongoing costs.

            4) CSAC:  $53,600 in initial contracting costs, and $35,200 in 
              ongoing costs

           COMMENTS  :  Existing law requires public higher education 
          entities to provide audio webcasts of their open meetings.  
          Currently, several boards, agencies and local governments 
          televise and/or webcast their meetings including the 
          Legislature, Cal EPA, the State Board of Education, the State 
          Allocation Board and the CCC Board of Governors (BOG).  To note, 
          the BOG provides video transmissions of its open meetings, 
          contracting with an outside vendor to stream the video on the 
          Internet and to record and stream meetings at off-site 
          locations.  UC and CSU do not provide live video transmission of 
          their meetings.  UC, CSU, and CCC do not archive or post audio 
          or video transmissions, as applicable.
