BILL ANALYSIS Ó AB 2194 Page 1 Date of Hearing: April 25, 2012 ASSEMBLY COMMITTEE ON APPROPRIATIONS Felipe Fuentes, Chair AB 2194 (Gaines) - As Introduced: February 23, 2012 Policy Committee: Public SafetyVote: 6-0 Urgency: Yes State Mandated Local Program: No Reimbursable: SUMMARY This bill: 1)Adds language to explicitly allow the Department of Justice (DOJ) to forward to the FBI requests for federal summary criminal history information regarding persons seeking confirmation as animal humane officers. 2)Requires DOJ to review the FBI information and provide a fitness determination regarding the humane officer applicant to the Humane Society or Society for the Prevention of Cruelty to Animals (SPCA). FISCAL EFFECT Minor costs to DOJ are covered by applicant fees. COMMENTS 1)Rationale . According to the author and the bill sponsor, the State Humane Society of California, this bill is necessary to provide specific language required by the FBI to obtain federal summary criminal history information. 2)Current law requires that the humane society or SPCA seeking confirmation of a humane officer's appointment to submit to fingerprints and related information to DOJ for criminal history background checks. 3)Prior Legislation .
