           SUMMARY  

          As proposed to be amended, this bill authorizes construction of 
          a Ronald Reagan memorial in the State Capitol.  Specifically, 
          this bill:

          1)Authorizes the private Ronald Reagan Centennial Foundation to 
            plan and construct in the State Capitol Building Annex a 
            memorial to Ronald Reagan. 

          2)Establishes the Ronald Reagan Memorial Review Committee, to 
            include the director of the Department of General Services 
            (DGS), the State Historic Preservation Officer, a member of 
            the Assembly appointed by the Assembly Speaker, and a member 
            of the Senate appointed by the Senate Rules Committee. 

          3)Requires the committee to consult with the foundation to 
            identify an appropriate location and design for the memorial. 

          4)Requires DGS, in consultation with the foundation, to review 
            preliminary designs, ensure American with Disabilities Act 
            (ADA) compliance, review and approve California Environmental 
            Quality Act (CEQA) documents, review final construction 
            documents, prepare the right-of-entry permit as specified, 
            prepare a maintenance agreement and inspect the construction 
            performed by the contractor selected by the foundation. 

          5)Requires the memorial design be approved by DGS and the 
            committee. 

          6)Requires that the planning, construction and maintenance of 
            the memorial be funded exclusively through private donations

            to the foundation and requires the Department of Finance to 
            determine sufficient private funding is available to construct 
            and maintain the memorial.

          The author has agreed to amendments to require the foundation to 
          receive the approval of the Ronald Reagan Memorial Review 
          Committee before proceeding with installation of the memorial 
          and to add coauthors. 

           FISCAL EFFECT  

          Minor, absorbable costs to DGS and Finance to consult with the 
          foundation and review legal and financial requirements.

           
          COMMENTS  

           1)Rationale.   The author contends it appropriate to honor Ronald 
            Reagan with a memorial in the State Capitol.  The author notes 
            that Mr. Reagan is the only California governor to become 
            president of the United States.  The author observes that 
            other states capitols that have sent former state officials, 
            such as Lyndon Johnson and Jimmy Carter, to the White House 
            feature memorials to those presidents.

           2)Background  .  The State Capitol Park is a unit of the state 
            park system managed by DGS, not the Department of Parks and 
            Recreation.  The State Capitol Park is part of the Capitol 
            Historic Region of the state park system, which also includes 
            the State Capitol Museum and several other historic state park 
            units. 

            The State Historic Preservation Officer is responsible for the 
            operation and management of the Office of Historic 
            Preservation, as well as long range preservation planning. The 
            governor appoints the officer, in consultation with the State 
            Historical Resources Commission and the Director of the 
            Department of Parks and Recreation.
