An act to amend Sections Section
9149.1 and 9149.7 of the Government Code, relating
to the Historic State Capitol Commission.

(1) Existing law establishes
the Historic State Capitol Commission for the purpose of providing
advisory review of the maintenance, restoration, development, and
management of the historic State Capitol. Existing law defines the
term "historic State Capitol" for this purpose as the building
housing the state legislative offices and chambers, situated in the
area bounded by 10th, L, 15th, and N Streets in the City of
Sacramento, except the east annex thereto.
This bill would revise this definition by providing that the
historic State Capitol also includes the portions of the State
Capitol Building Annex that contain historic fabric, as defined, and
Capitol Park . , provided that
Capitol Park will be included in the historic State
Capitol only upon the adoption by the Joint Rules
Committee of a master plan regarding Capitol Park.
(2) Existing law assigns various powers and duties to the
commission, including the duty to review and advise the Legislature
on any development, improvement, or other physical change in any
aspect of the historic State Capitol.
This bill would extend this duty to also include any project
involving the Library and Courts Building and the State Treasurer's
Office Building, as defined, but would provide that this duty does
not include review of projects in the State Capitol Building Annex
associated with office suites of Members of the Legislature or areas
not specified in the definitions of historic State Capitol or
historic fabric.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 9149.1 of the Government Code is amended to
read:
9149.1. As used in this article, the following terms have the
following meanings:
(a) "Commission" means the Historic State Capitol Commission
created by Section 9149.2.
(b) "Historic State Capitol" means the building housing the state
legislative offices and chambers, situated in the area bounded by
10th, L, 15th, and N Streets in the City of Sacramento, including the
portions of the State Capitol Building Annex that contain historic
fabric, and Capitol Park . , provided
that Capitol Park shall be included in the historic State
Capitol for purposes of this article only upon the adoption by the
Joint Rules Committee of a master plan regarding Capitol Park.
(c) "Historic fabric" means the following building
materials installed during the original
construction of the State Capitol Building Annex in each of the
following areas: original or added building or
construction materials, features, and finishes that are deemed by the
commission as historically or archi tecturally
significant .
(1) On the first floor of the State Capitol Building Annex, all of
the following:
(A) Ceilings in entry foyers with egg crate lighting.
(B) Circular drinking fountain surrounds.
(C) Corridor ceiling egg crate lighting and wall marble.
(D) Corridor doors, frames, hardware, and numbers.
(E) Display cases attached to walls.
(F) East and west entry information and guard booths.
(G) East entry façade and hardware.
(H) Elevator fronts.
(I) Eureka motif flooring in the Lieutenant Governor's Office.
(J) Mail chute fronts.
(K) Restroom carrera glass.
(L) Restroom doorframes.
(M) Restroom terrazzo flooring.
(N) Signage.
(O) Stairways, including banisters and terrazzo flooring and
treads.
(P) Telephone booths.
(2) On the second to sixth floors, inclusive, of the State Capitol
Building Annex, all of the following:
(A) Circular walls at main stairways.
(B) Corridor doors.
(C) Corridor walls.
(D) Door frames.
(E) Egg crate light fixtures.
(F) Signage motif, including original wood.
(G) Terrazzo flooring.
(3) All exteriors of the State Capitol Building Annex, including
decorative cast aluminum elements and lightwell exterior walls.
SEC. 2. Section 9149.7 of the Government Code
is amended to read:
9149.7. The commission shall have the following powers and
duties:
(a) To prepare, complete, and, from time to time, to amend, a
comprehensive master plan, based on a priority of needs, for the
restoration, preservation, and maintenance of the historic State
Capitol.
(b) To review and advise the Legislature on any development,
improvement, or other physical change in any aspect of the historic
State Capitol and any project involving the Library and Courts
Building and the State Treasurer's Office Building, not including
review of projects in the State Capitol Building Annex associated
with office suites of Members of the Legislature or areas not
specified in subdivision (b) or (c) of Section 9149.1. For purposes
of this subdivision, the Library and Courts Building and the State
Treasurer's Office Building are the buildings situated in the area
bounded by 9th, L, 10th, and N Streets in the City of Sacramento.
(c) To manage, with the approval of the Joint Rules Committee, all
historic and museum spaces and any concessions in the historic State
Capitol.
(d) To develop and manage historic art loans or other programs,
exhibits, films, convocations, or other activities of a historic,
architectural, or cultural nature, including any museum space in the
historic State Capitol, as the commission determines will serve the
interests of the public and promote public interest in the historic
State Capitol under Joint Rules Committee supervision.
(e) To purchase for the state, or to accept as gifts to the state,
any furnishings, artifacts, works of art, or other property that the
commission determines will enhance the historic and cultural aspects
of the historic State Capitol. All furnishings, artifacts, works of
art, or other property so acquired shall be managed by the commission
under supervision of the Joint Rules Committee.
(f) To accept financial contributions from any source, public or
private, including any advisory foundation or group.
(g) To do any other act that the commission determines will
maintain or enhance the historic and cultural legacy of the historic
State Capitol.
