BILL ANALYSIS Ó AB 2445 Page 1 Date of Hearing: May 2, 2012 ASSEMBLY COMMITTEE ON APPROPRIATIONS Felipe Fuentes, Chair AB 2445 (Dickinson) - As Amended: April 9, 2012 Policy Committee: RulesVote:10-0 Urgency: No State Mandated Local Program: No Reimbursable: SUMMARY This bill expands the purview of the Historic State Capitol Commission to include: (a) portions of the State Capitol Building Annex containing materials, features, and finishes deemed historically or architecturally significant by the commission, and (b) Capitol Park upon adoption by the Joint Rules Committee of a master plan for Capitol Park. FISCAL EFFECT Negligible fiscal impact. COMMENTS Purpose . In 1981, the Legislature established the Historic State Capitol Commission to provide advisory review of the State Capitol restoration, maintenance, development and management. The commission, in sponsoring AB 2445, is seeking clarification on the scope of their advisory review. They are often asked to assist in matters relating to the Capitol Annex and the Capitol Park and currently do not have clear statutory authority to do so.
