SUMMARY : Revises and extends the operation of the Capitol Area Committee (Committee) and revises the definition of the term, "Historic State Capitol." The Senate amendments require the Committee to meet annually and extend the operation of the Committee to January 1, 2018. AS PASSED BY THE ASSEMBLY , this bill revised the definition of the term, "Historic State Capitol" to include portions of the Capitol annex building that contain historic fabric as defined, as well as the Capitol Park upon Joint Rules Committee adoption of a park master plan. EXISTING LAW : 1)Establishes the Committee to review reports of the Department of General Services (Department) in regard to the Capitol Area Plan to the Legislature; and, counsel and advise the Department in carrying out its responsibilities regarding the Capitol Area Plan. 2)Requires the Committee to meet quarterly and repeals the provisions that establish and govern the operation of the Committee on January 1, 2013. 3)Establishes the Historic State Capitol Commission to provide advisory review of the Historic State Capitol restoration, maintenance, development and management in the area bound by 10th, L, 15th, and N Streets in the City of Sacramento. FISCAL EFFECT : According to the Senate Appropriations Committee, $15,000 annually; $50,000 or more periodically from the General Fund or special funds. COMMENTS : The author's office emphasizes that the Committee AB 2445 Page 2 continues to perform a valuable function and should continue in existence. This measure would extend the sunset on the Committee from 2013 to 2018 and change the mandatory quarterly meetings to annual meetings. In addition, the sponsors of the proposed legislation, the Historic State Capitol Commission, seek clarification on the scope of their advisory review. They are often asked to assist in matters relating to the Capitol Annex and the Capitol Park and currently do not have clear statutory authority to do so. This measure would clarify that authority.
