                        FEBRUARY 24, 2012

An act to add Section 66025.7 to the Education Code,
relating to military service public
postsecondary education .

	LEGISLATIVE COUNSEL'S DIGEST

AB 2462, as amended, Block. Military service: assistance.
Public postsecondary education: academic credit for
prior military academic experience.
   (1) Existing law establishes the California Community Colleges,
the California State University, and the University of California as
the 3 segments of public postsecondary education in this state. The
Chancellor of the California Community Colleges, the Chancellor of
the California State University, and the President of the University
of California serve as the respective chief executive officers of
these 3 segments.
This bill would require the Chancellor of the California Community
Colleges to implement a process for awarding credit for prior
military academic experience, to be completed no later than July 1,
2013, that meets the pertinent standards of the American Council on
Education. The bill would require the Chancellor of the California
Community Colleges and the Chancellor of the California State
University, and request the President of the University of
California, to convene faculty representatives to implement a process
for awarding credit for prior military academic experience for which
the American Council on Education standards are not applicable, to
be completed no later than January 1, 2014.
To the extent that the implementation of these processes would
impose new duties on community college districts, the bill would
constitute a state-mandated local program.
   (2) The California Constitution requires the state to reimburse
local agencies and school districts for certain costs mandated by the
state. Statutory provisions establish procedures for making that
reimbursement.
This bill would provide that, if the Commission on State Mandates
determines that the bill contains costs mandated by the state,
reimbursement for those costs shall be made pursuant to these
statutory provisions.
Existing law provides certain protections and benefits for members
of the California National Guard and the California State Military
Reserve.
This bill would state the intent of the Legislature to enact
legislation to promote ways to assist members of the California
National Guard and the California State Military Reserve.
Vote: majority. Appropriation: no. Fiscal committee: no
yes . State-mandated local program: no
  yes .
