           SUMMARY  

          This bill specifies that a member of the seven-member California 
          Veterans Board (Board) must have experience in the issues of 
          female veterans, which may include, but are not limited to, 
          combat related disorders, sexual trauma, and homelessness. 

           FISCAL EFFECT  

          Negligible.

           COMMENTS  

           Rationale.  Currently the board, appointed by the governor, 
          approved by the Senate, must include veterans with specified 
          backgrounds:  mortage lending and real estate; geriatrics; 
          accounting or auditing; health care administration; a veterans' 
          home resident; and a retired veteran.  

          The author intends this bill to expand the board's background 
          expertise to ensure the perspective of female veterans. 
          Background expertise may overlap, so this bill should not create 
          appointment difficulties.
