FISCAL EFFECT : According to the Assembly Appropriations Committee, the district will realize significant savings, estimated at $3 million to $5 million every two years, to the extent this bill allows the district to avoid conducting an additional (run-off) election. COMMENTS : According to the author, "Under current law, the Los Angeles Community College District is required to have its elections coincide with the city of Los Angeles. If a candidate receives less than 50% of the vote in the initial election, then the district must hold a run-off for the top two vote-getters. The requirement for a primary and a run-off has created a significant financial burden for the Los Angeles Community College District. The process of holding an additional election has reduced the district's resources that would otherwise go toward meeting its core mission of serving students and the community. "Enactment of this bill would eliminate the requirement that the Los Angeles Community College District conduct a run-off AB 2572 Page 2 election if no candidate receives more than 50% of the vote. The change would save the district $3 million to $5 million every two years. The savings could be redirected to the district's core mission of serving students."
