   An act to add Section 9518 to the Government Code, relating to the
state budget.
	LEGISLATIVE COUNSEL'S DIGEST
   SB 17, as amended, Blakeslee. State budget: Budget Bills.
   Existing law permits the Legislature to pass a Budget Bill or bill
providing for  appropriation   appropriations
 related to the Budget Bill with a majority vote of both houses.
   This bill would require that the final language of  a
  the  Budget Bill or a bill  implementing
a   providing for appropr   iations  
related to the  Budget Bill  , as specified,  be in
print for public inspection  ,  and posted by the
Legislative Counsel on the Internet for not less than 72 hours prior
to a legislative vote to pass the bill and to send it to the Governor
for approval.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
  SECTION 1.  Section 9518 is added to the Government Code, to read:
   9518.  The Legislature shall not pass and send to the Governor for
approval  a Budget Bill, or a bill implementing a 
 the Budget Bill, as described in subdivision (h) of Section 12
of Article IV of the California Constitution, or a bill providing for
appropriations related to the  Budget Bill,  as described
in subdivision (e) of Section 12 of Article IV of the California
Constitution,  that has not been in print for public inspection
and posted on the Internet by the Legislative Counsel pursuant to
Section 10248 for at least 72 hours.
