SUBJECT : Joint legislative committee on Job Creation and
Economic Development.

DIGEST : This measure would require the Legislature to
convene a joint committee during each regular session to hear
testimony from business representatives regarding how to
improve job creation and economic development in the state.
It would require the committee to transmit a record of the
recommendations received to each Member of the Legislature for
the purpose of the Legislature's passage of legislation to
improve job creation and economic development.
ANALYSIS : Article IV, Section 11 of the Constitution of
California states: "The Legislature or either house may by
resolution provide for the selection of committees necessary
for the conduct of its business, including committees to
ascertain facts and make recommendations to the Legislature on
a subject within the scope of legislative control."
The 2011-12 Legislature has, by resolution, created the
following Joint Committees:

In addition to Article IV, Section 11 of the Constitution of
California, Joint Rule 36 of the Temporary Joint Rules of the
California Legislature states:
"In order to expedite the work of the Legislature, either
house, or both houses jointly, may by resolution or statute
provided for the appointment of committees to ascertain facts
and to make recommendations as to any subject within the scope
of legislative regulation or control."
"The resolution providing for the appointment of a committee

pursuant to this rule shall state the purpose of the committee
and the scope of the subject concerning which it is to act,
and may authorize it to act either during sessions of the
Legislature or, when authorization may lawfully be made, after
final adjournment."
"Each committee or subcommittee of either house, in accordance
with the rules of that respective house, and each joint
committee or subcommittee thereof, may meet at any time during
the period in which it is authorized to act, either at the
State Capitol or at any other place in the State of
California, in public or executive session, and do any and all
things necessary or convenient to enable it to exercise the
powers and perform the duties herein granted to it or
accomplish the objects and purposes of the resolution creating
it?"
COMMENTS : The existing provisions in the Constitution of
California and the Temporary Joint Rules of the California
Legislature grant the Legislature the authority to appoint
committees to ascertain facts and to make recommendations as
to any subject within the scope of legislative regulation or
control. This legislative body or any future legislative body
may by resolution create a Joint Committee on Job Creation and
Economic Development for a finite or infinite period of time.
Question to consider : Should an additional section to Article
IV of the Constitution of California be added to require the
creation of a Joint Legislative Committee on Job Creation and
Economic Development?
