   Relative to the Vietnam Veterans of America Central Coast Chapter
Memorial Highway.


	LEGISLATIVE COUNSEL'S DIGEST


   SCR 26, as introduced, Blakeslee. Vietnam Veterans of America
Central Coast Chapter Memorial Highway.
   This measure would designate a specified location on State Highway
Route 1 in the City of Guadalupe in Santa Barbara County as the
Vietnam Veterans of America Central Coast Chapter Memorial Highway.
This measure would also request the Department of Transportation to
determine the cost of appropriate signs showing this special
designation and, upon receiving donations from nonstate sources
covering those costs, to erect those signs.
   Fiscal committee: yes.



   WHEREAS, State Highway Route 1 is a highway running north to
south, spanning most of California, from the City of San Juan
Capistrano to Mendocino County; and
   WHEREAS, State Highway Route 1 has a strong historical
significance for the military personnel of the Vietnam War era as it
passes through the central coast region, and is home to many veterans'
museums and memorials; and
   WHEREAS, The State of California has the largest United States
veteran population in the nation, making California home to more than
7,000,000 veterans and dependents representing more than 10 percent
of California's population; and
   WHEREAS, More California residents currently serve as active duty
military personnel than do residents of any other state; and
   WHEREAS, More than 350,000 California veterans served in the
Vietnam War, 40,000 of whom were wounded and 5,822 of whom were
missing in action or killed, representing more than 10 percent of the
nation's total casualties in that war; and
   WHEREAS, More California residents gave their lives in the Vietnam
War than residents of any other state, and more Californians were
awarded the Medal of Honor, the Bronze Star, or the Purple Heart than
veterans of any other state; and
   WHEREAS, 220 young men and women from the City of Guadalupe served
their country in the Vietnam War, three of whom bravely made the
ultimate sacrifice; and
   WHEREAS, The residents of Santa Barbara County wish to express
their gratitude and appreciation for the sacrifices these Vietnam
veterans made for their country by creating a veterans recognition
corridor that hopefully will become an ongoing memorial for veterans
and their families; and
   WHEREAS, It is fitting and proper that the section of State
Highway Route 1 that runs through the City of Guadalupe be designated
the Vietnam Veterans of America Central Coast Chapter Memorial
Highway; now, therefore, be it
   Resolved by the Senate of the State of California, the Assembly
thereof concurring, That the Legislature hereby designates that
portion of State Highway Route 1 in the City of Guadalupe, in Santa
Barbara County, the Vietnam Veterans of America Central Coast Chapter
Memorial Highway; and be it further
   Resolved, That signs designating the Vietnam Veterans of America
Central Coast Chapter Memorial Highway be placed along southbound
State Highway Route 1 at the San Luis Obispo County and Santa Barbara
County line, and northbound at the intersection of State Highway
Route 166 and State Highway Route 1; and be it further
   Resolved, That the Department of Transportation is requested to
determine the cost of appropriate plaques and markers, consistent
with the signing requirements for the state highway system, showing
these special designations, and upon receiving donations from
nonstate sources sufficient to cover that cost, to erect those
plaques and markers; and be it further
   Resolved, That the Secretary of the Senate transmit copies of this
resolution to the Department of Transportation and to the author for
appropriate distribution.
