SUMMARY : Designates a segment of State Route (SR) 1 as the Vietnam
Veterans Memorial Highway. Specifically, this bill :

1)Notes that California is home to more than 7 million veterans and
dependents representing more than 10% of California's population,
that California residents currently serve as active duty military
personnel than do residents of any other state, that more than
350,000 California veterans served in the Vietnam War, 40,000 of
whom were wounded and 5,822 of whom were missing in action or
killed, and that 220 young men and women from the City of
Guadalupe served their country in the Vietnam War, three of whom
          bravely made the ultimate sacrifice.

2)Designates the segment of SR 1 in the City of Guadalupe as the
          Vietnam Veterans Memorial Highway.

3)Requests that signs designating the Vietnam Veterans Memorial
Highway be placed along southbound SR 1 at the San Luis Obispo
County and Santa Barbara County line, and northbound at the
intersection of SR 166 and SR 1.

4)Requests the Department of Transportation (Caltrans) to determine

                                                                SCR 26
                                                                Page 2

the cost of appropriate plaques and markers, consistent with the
signing requirements for the state highway system, showing these
special designations, and upon receiving donations from nonstate
sources sufficient to cover that cost, to erect those plaques and
          markers.

EXISTING LAW : Assigns Caltrans the responsibility to maintain and
operate state highways. This includes the installation and
        maintenance of highway signs.

FISCAL EFFECT : Unknown. This bill was withdrawn from the Senate
Appropriations Committee pursuant to Senate Rule 28.8.

COMMENTS : By naming a portion of SR 1 for Vietnam veterans, this
resolution seeks to express the gratitude and appreciation of the
residents of Santa Barbara County for the sacrifices that all
service members, especially those from local communities, made for
their country in Vietnam. This resolution also seeks to create a
veterans recognition corridor that hopefully will link the various
local veterans museums and memorials and become an ongoing memorial
        for veterans and their families.
