Relative to the CHP Officer Dan N. Benavides Memorial Highway.

SCR 30, as amended, Anderson. CHP Officer Dan N. Benavides
Memorial Highway.
This measure would designate a specified portion of State Highway
Route 15 in the County of San Diego as the CHP Officer Dan N.
Benavides Memorial Highway. This measure would also request the
Department of Transportation to determine the cost of appropriate
signs showing this special designation and, upon receiving donations
from nonstate sources covering those costs, to erect those signs.

WHEREAS, CHP Officer Daniel Nava Benavides was born on November
27, 1970, in Monterrey, Mexico. His mother, Consuelo, a resident of
San Jose, California, went to Mexico to be with family for the birth
and shortly there after returned to San Jose; and
WHEREAS, Officer Benavides graduated from Andrew Hill High School
in San Jose in 1989 and attended Cuesta College in San Luis Obispo;
and
WHEREAS, In 1997, Officer Benavides, badge number 15193, graduated
from the California Highway Patrol Academy as a pilot officer and
was assigned to the Monterey area; and
WHEREAS, After 33 months of service in the Monterey area, Officer
Benavides served in San Jose from 1999 to 2000, in San Diego from
2000 to 2003, in Oceanside from 2003 to 2005, and in the Border
Division Thermal Air Operations Unit from 2005 to 2010; and
WHEREAS, Officer Benavides was married to his best friend, Megan
Stanton, in 2000 and their beautiful daughter, Madeline Christine,
was born later that year; and
WHEREAS, On May 7, 2010, Officer Benavides began his shift at 7:30
a.m. working speed enforcement for the air operations unit; and
WHEREAS, Approximately two hours later, Officer Benavides was in
route to State Highway Route 8 to work speed enforcement in the El
Centro area, when his Cessna 206 airplane crashed in a remote area of
the Anza-Borrego Desert in Borrego Springs, California; and
WHEREAS, Officer Benavides is survived by his wife, Megan, their
daughter, Madeline, his mother, Consuelo, and stepfather Forrest
Hilton; and
WHEREAS, Officer Benavides was a hard-working, dedicated officer
who loved his job and enjoyed the people he worked with. He was known
for being a loyal family man and a wonderful father and husband. His
greatest joys were his wife and daughter and spending time with
friends and family. He had an incredible sense of humor and a keen
sense of knowledge of music and computers. In his spare time, Officer
Benavides enjoyed camping, scuba diving, barbequing, and anything to
do with sports; and
WHEREAS, In recognition of Officer Benavides's great
contributions, service, and sacrifice in service of the California
Highway Patrol and the citizens of California, it would be a fitting
tribute to designate a portion of State Highway Route 15 in the
County of San Diego as the CHP Officer Dan N. Benavides Memorial
Highway; now, therefore, be it
Resolved by the Senate of the State of California, the Assembly
thereof concurring, That the Legislature hereby designates the
portion of State Highway Route 15 between milepost marker 15
SD 40.842 and milepost marker 15 SD 54.070 Gopher
Canyon Road milepost marker 40.84 and the Old Highway 395
overcrossing milepost marker 43.28 in the County of San Diego
as the CHP Officer Dan N. Benavides Memorial Highway; and be it
further
Resolved, That the Department of Transportation is requested to
determine the cost of appropriate signs consistent with the signing
requirements for the state highway system showing this special
designation and, upon receiving donations from nonstate sources
sufficient to cover the cost, to erect those signs; and be it further
Resolved, That the Secretary of the Senate transmit copies of this
resolution to the Department of Transportation and to the author for
appropriate distribution.
