BILL ANALYSIS Ó SCR 7 Page 1 Date of Hearing: May 12, 2011 ASSEMBLY COMMITTEE ON RULES Nancy Skinner, Chair SCR 7 (Huff) - As Amended: March 21, 2011 SENATE VOTE : 34-0 SUBJECT : Celiac Disease Awareness Month. SUMMARY : Proclaims the month of May 2011 as Celiac Disease Awareness Month to promote statewide awareness of celiac disease. Specifically, this resolution makes the following legislative findings: 1)Celiac disease is a genetic autoimmune disease that affects one in 133 people in the United States; and, it is estimated that approximately 3 million Americans have the disease, yet 97 percent of cases are undiagnosed. 2)Celiac disease is triggered by the consumption of gluten found in common foods containing wheat, rye or barley, which causes a reaction and ultimately damages the small intestine. If left untreated, celiac disease can lead to malnutrition, vitamin deficiencies, loss of calcium, osteoporosis, lactose intolerance, infertility, certain forms of cancer, and neurological complications. 3)This disease effects men and women of all ages, but is more prevalent in those who have autoimmune thyroid disease, Down syndrome, and microscopic colitis. The disease associates itself with many autoimmune disorders such as Lupus, Addison's disease, and Turner syndrome to name a few. 4)There is no cure or known cause for celiac disease, and the only treatment is close adherence to a gluten-free diet to allow the intestines to heal. The Celiac Disease Foundation provides support to people with the disease and offers gluten-free summer camps for children with celiac disease.
