BILL ANALYSIS Ó SB 94 Page 1 SENATE THIRD READING SB 94 (Budget and Fiscal Review Committee) As Amended April 15, 2011 Majority vote SENATE VOTE :Vote not relevant SUMMARY: This bill contains a necessary change to the Department of Motor Vehicles (DMV) vehicle registration process to facilitate solutions contained in the 2011-12 budget package. 1)Requires the Department of Motor Vehicles (DMV) to make changes to its procedures related to car registration for a limited period ending January 1, 2012. The new authority is related to the possibility that the Legislature could authorize an extension of the Vehicle License Fee (VLF) at current levels. 2)Suspends for a limited period ending January 1, 2012, existing statutory requirement that requires notification of registration renewal 60 days prior to the payment due date. 3)Authorizes DMV, for a limited period ending January 1, 2012, to suspend late penalties, for up to 30 days, resulting from the registration delay contained in this bill. 4)Delays for a limited period ending January 1, 2012, vehicle registration expiration enforcement to begin on the first day of the second month after the vehicle's registration due date. 5)Contains an appropriation of $1,000 General Fund. COMMENT : SB 69, the Budget Conference Committee bill, assumes the Vehicle License Fee levels are unchanged on July 1, 2011, however, that change has not yet been adopted in legislation. To avoid erroneous billing, multiple billing, or other confusion, this bill would require DMV to reduce the time between the mailing of the car registration bill, and the due date of that bill.
