BILL ANALYSIS Ó SCR 62 Page 1 Date of Hearing: February 17, 2012 ASSEMBLY COMMITTEE ON RULES Nancy Skinner, Chair SCR 62 (Steinberg) - As Introduced: February 2, 2012 SENATE VOTE : 34-0 SUBJECT : Spay/Neuter Awareness Month. SUMMARY : Declares the month of February 2012 to be Spay/Neuter Awareness Month, that Californians are requested to observe the month by having their dogs or cats spayed or neutered and by contributing to organizations that provide spay and neuter services, and that California veterinarians are requested to work with animal shelters and rescue groups that provide spay and neuter services. Specifically, this resolution makes the following legislative findings: 1)At least 250,000 dogs and possibly twice as many cats are euthanized in California each year, often because there are not enough good homes for them; and, an additional unknown number of animals die each year due to abandonment, neglect, abuse, starvation, or cruelty because they are unwanted. 2)Californians can contribute to the effort of reducing the number of unwanted animals by spaying or neutering their own companion animals and by supporting programs in their communities that offer spay and neuter services. 3)Veterinarians, humane societies, animal control agencies, and national and local animal welfare organizations will join together on February 28, 2012, to advocate the spaying and neutering of dogs and cats on "Spay Day USA 2012".
