SUBJECT : Voter Registration Day

DIGEST : This resolution proclaims September 25, 2012, as
Voter Registration Day, and encourages all eligible
Californians to register to vote by that date.
Assembly Amendments made clarifying changes.
ANALYSIS : This resolution makes the following
legislative findings:

1.The purpose of Voter Registration Day is to encourage
participation in democracy and register eligible voters.
2.Roughly 30 percent of eligible voters in California do
not register to vote.
3.Many eligible voters either miss the registration
deadline or not know how to register to vote.
4.An eligible Californian has multiple avenues to register
to vote, including registering at a local public
assistance or disability service agency or at the
Department of Motor Vehicles, completing and mailing a
voter registration card available at all United States
post offices, or, soon, registering online at the
Secretary of State's voter registration Internet Web
site.

ARGUMENTS IN SUPPORT : Proponents state, "In 2008, 6
million Americans didn't vote because they missed a
registration deadline or didn't know how to register to
vote. In 2012, our organizations are joining others across
the country to ensure that no one is left out. Hundreds of

organizations and thousands of individuals are working
together, coast-to-coast, to assure that all eligible
voters have a chance to get registered to vote before their
deadlines. By proclaiming September 25, 2012, as voter
registration day, California would lead the nation by
promoting one of our most important fundamental rights -
the right to vote."
