SENATE VOTE : 38-0
SUBJECT : California veterans of the Iraq War: memorial.
SUMMARY : Requests the Department of General Services (DGS)
work with appropriate third parties to design and create a
memorial honoring the California veterans who fought and served
in Iraq. Specifically, this bill :
1)Requests the DGS to:
a) Work with appropriate third parties to design and create
a memorial honoring the California veterans who fought and
served in Iraq; and,
b) Erect that memorial upon receiving donations from
non-state sources covering the cost, in accordance with
California law, in the State Capitol Park.
2)Declares that the Legislature honor the contributions and
sacrifices of the veterans who served in Iraq and their
families.
3)Urges mayors and communities across the state to honor
veterans who served in Iraq and Afghanistan on November 11,
2012, in Veterans Day parades, ceremonies, and other displays
of our state's gratitude for their service and sacrifice.
4)Declares legislative intent to enact future legislation
authorizing the creation of a larger memorial commemorating
and thanking those who served in Iraq and Afghanistan.

COMMENTS :
Purpose of this bill . According to the author's office, "This
resolution is consistent with the long-standing tradition of the

California Legislature to honor our brave California soldiers
that have sacrificed life and limb in various wars throughout
our nation's history. Our State Capitol Park is currently home
to several memorials that recognize the service of our state's
veterans, such as the California Veterans Memorial, the
California Vietnam Veterans Memorial, the Spanish American War
Memorial, the Mexican American Veterans Memorial, the Memorial
Grove (Civil War Memorial), the September 11th Memorial, and
many others.
"The scope and scale of service of those who have served with
distinction in the Global War Against Terror both in Iraq and
Afghanistan merits recognition. The President has declared the
official combat mission in Iraq complete and has ordered troops
home and those returning home from Iraq to California deserve to
be recognized for their service to our state and nation. The
intent of this resolution is to honor Iraq Veterans in the short
term by placing a plaque in the ground which would serve as a
placeholder designating a section of Capitol Park near the
standing veterans' memorials for a future larger memorial for
veterans who served in Iraq and Afghanistan."
Support . According to the American Legion - Department of
California (DOC), AMVETS - DOC, California State Commanders
Veterans Council, and the Vietnam Veterans of America -
California State Council, "SCR 82 commemorates and honors the
service and sacrifice of the members of the United States Armed
Forces and their families who supported their operations in
Iraq, and requests the DGS work with third parties to create a
memorial for the California veterans who fought and served in
Iraq."
