BILL ANALYSIS Ó SCR 83 Page 1 Date of Hearing: August 29, 2012 ASSEMBLY COMMITTEE ON RULES Nancy Skinner, Chair SCR 83 (Steinberg) - As Introduced: April 16, 2012 SENATE VOTE : 36-0 SUBJECT : National Aphasia Awareness Month. SUMMARY : Recognizes June of each year as National Aphasia Awareness Month. Specifically, this resolution makes the following legislative findings: 1)Aphasia is a communication impairment caused by brain damage, typically resulting from a stroke but aphasia may also occur in other neurological disorders, such as in the case of a brain tumor. 2)The effects of aphasia include weakness or paralysis in the right leg or arm due to damage to the right hemisphere of the brain and loss or reduction of the ability to speak, comprehend, read, and write, while intelligence remains intact. 3)There are approximately 700,000 strokes a year in the United States with about one third of these resulting in aphasia; and, it is estimated that there are 1 million people affected with aphasia in the United States. 4)The National Aphasia Association has a mission to educate the public to know that the word "aphasia" describes an impairment of the ability to communicate, not an impairment of intellect, and makes families, their support systems, and health care professionals aware of the resources available to assist in the patient's recovery.
