SENATE VOTE : 34-0
SUBJECT : Physical education: California Interscholastic
Federation.
SUMMARY : Extends the sunset for the California Interscholastic
Federation (CIF) to have responsibility for administering high
school interscholastic athletics to January 1, 2022; and,
requires CIF to report to the Legislature and Governor by
January 1, 2017 and January 1, 2021 on several specified goals
and objectives, such as effectiveness of the governance
structure, gender equity, health and safety, and economic
viability.
EXISTING LAW :
1)Establishes CIF as a voluntary organization responsible for
administering high school interscholastic athletics and
sunsets this authorization on January 1, 2012. (Education
Code 33353)
2)Requires CIF to report to the Legislature and Governor by
January 1, 2010, on several specified goals and objectives,
such as effectiveness of the governance structure, gender
equity, health and safety, and economic viability. (Education
Code 33353)
3)Authorizes the California Department of Education (CDE) to
determine if the policies of school districts and CIF are in
compliance with state and federal laws, as specified.

FISCAL EFFECT : This bill is keyed non-fiscal; however, due to
possible fiscal impacts, the Assembly Rules Committee has
determined that this bill, if passed by this committee, will be
re-referred to the Assembly Appropriations Committee.
COMMENTS : Background on CIF . Since 1914, CDE has allowed CIF,
a voluntary association of schools, to regulate interscholastic

athletics statewide. CIF consists of ten regional sections,
each of which is divided into several "leagues," for purposes of
scheduling athletic contests, assigning referees, etc. Similar
organizations exist in other states. Almost all public, private
and parochial schools are CIF members.
Sunset Date Extension . This bill extends the sunset 10 years for
CIF to be responsible for administering high school sports
throughout the state. In years past, this sunset has been
extended incrementally and previous bills have proposed to
eliminate the sunset date altogether. In 2005, this committee
passed SB 562 (Torlakson) which would have eliminated the sunset
date. SB 562 was later amended to extend the sunset for 5
years, rather than eliminate the sunset date. While typically
sunset dates are extended for 5 years, this bill extends the
sunset date for 10 years. The committee should consider whether
to extend the sunset for an additional 10 years, with reports to
the Legislature in 5 year increments, or whether to extend the
sunset for 5 years.
Previous Legislation : SB 562 (Torlakson), Chapter 301, Statutes
of 2006, among other things, extended the sunset on CIF statutes
from January 1, 2007, to January 1, 2012.
SB 225 (Kuehl), Chapter 889, Statutes of 2001, among other
things, extended the sunset date from January 1, 2001, to
January 1, 2007.
