FISCAL EFFECT Negligible fiscal impact. COMMENTS 1)Purpose of the bill . SB 194 collects noncontroversial changes to the state laws affecting local agencies and land use into a single bill. Sending a bill through the legislative process costs over $18,000. The committee states that should any item in SB 194 attract opposition, the Committee deletes it and through this transparent process, there is no hidden agenda.
