To the Members of the California State Senate:

I am returning Senate Bill 296 without my signature.

This measure would require that a special form be given to gang
members when they are served with an injunction to make it easier to
petition the court for an exclusion from the injunction.

Under current law, people who are served with a gang injunction are
given the full panoply of legal rights to contest an injunction
against them.

Prosecutors believe that this bill will increase meritless litigation
in our courts which are already laboring under severe cut backs. I
agree.
